americans. as a result, we are more than halfway towards the goal of 4 trillion dollars in deficit reduction that economists say we need to stable highs our finances. tonight, i'll layout additional proposals fully paid for and fully consistent with the budget frame work, both parties agreed to just 18 months ago. let me repeat. nothing i'm proposing tonight should increase our deficit by a single dime. >> amazing that the president can say that with a straight face according to the treasury department since the day he accepted in the oval office, 5.8 trillion dollars and guess that, joining me with reaction we call him the great one, probably easier to get an interview with obama and the pope than to get you out of that bunker, welcome oh great one, how are you. >> i'm good, how are you,

government. he didn't say any of this. he didn't say any of this because it's embarrassing, it's a disaster and here is the problem. the reason why he doesn't take responsibility for this is before you can even hold him to account, he's proposing more programs, more trusts, more partnerships, more agencies, more spending, and so you can't keep up with the guy. so, for him, america is a problem. the free enterprise system is pa problem. the american people are a problem. he streets us like we're france. and what one of the things that bothers me most, sean is this. this is a copy of the constitution. this is a bible. obama put his hand on this, and swore to uphold this, and then he keeps saying, as he did last night, to congress, if you don't do what i want you to do i'm going to act on my own. i hate to tell him this, it's not a dictator, or imperial president.

we have three branches of the government and he has to work with all of them, but he doesn't want it. >> sean: i've used the term imperial president and you've used it. in your book, you actually said this was a post constitutional america. what does that mean? i mean, and especially, we saw see if he doesn't like what he gets, he just uses executive orders and does pretty much what he wants and in the context of what he's doing. what does it mean for the country. >> it means a disaster. because now we're a country of men and not laws. the president of the united states gets gives us a laundry list of things we're going to do to us. to our businesses, to our workplace. to our communities. that's not the way it's supposed to work. we're the citizens. we're not the subjects and the fact of the matter is, the constitution does not infer this kind of power on the president and big deal, he won an election, congratulations. he won by three or four percent. he's not exactly landslide barack, okay, he's president. but the constitution was not

up for election on election night and i'm sick and tired of him and his party and his sycophants constantly promoting ideas that will attack it and an example. the second amendment, all of his proposals on how to change the second amendment, that second amendment belongs to us. we, the people, like all the rest of the bill of rights. the first amendment where you tax religious liberties, the fourth amendment where you tax due process. the fifth amendment you tax property rights. the 9th amendment which he ignores. the 10th amendment. federalism he thinks is a joke, it's not a joke and we need to start speaking out about this. >> one you commented a lot. look, the republicans have a single house. if they are not united, then they have no power. so, give me your best strategy of a-- and i'm going to get into rubio in the next segment with you. if i'm going to grab you out of the bunker, levin, i'm hold you you for two because it's a rare appearance.

must do, but most of all, speak out. tell the american people what you see. tell the american people what this administration is. tell them what he's doing to this country. stop acting like groom politicians and speak in plain english. >> what do you fear the most? i look at the debt and deficit and i say how does america now rob for our kids, the first generation we leave the country first off than what we inherited. i look at the world is falling apart and he's cutting defense and we're given f-16's to the muslim brotherhood along with the best tanks along with the national security front. what do you fear the most? >> well, i fear it all. i fear exactly what you say. it's across the board. this president has unleashed so many attacks on our system, on our society, and it's obviously quite intentional, that's what he means by fundamentally transforming america. what he means by that is, hollowing out our military which he considers imperial and colonial type of a

military that's done negative things. imagine that, the commander-in-chief. he is-- he is not securing the border despite the propaganda. anybody goes down to the border, you know it. and using executive fiats to under under mine existing law, whether it's welfare and the work aspect of it. whether it's our immigration laws and now they're destroying our health care system one regulation at a time. i fear it all. the issues, what do we do about it? we dig in and we fight them every step of the way. whatever he wants he doesn't get and when he violates the separation of powers doctrine by fiat we go into the court. if we lose in court. we take him to court on another matter. we have got to use the political brass knuckles. we have to slow him down because this man's in a hurry. he doesn't like the constitutional system. he doesn't like separation of powers. he doesn't lining checks and balances. so we have to do everything we can politically, legally, to slow him down. >> all right, when we come

union discussion, hype from the media and the presidential trappings and all which makes it more remarkable what rubio did. rubio gave a terrific speech and so did rand paul. >> sean: i agree with both of those. i think it was the best response to the state of the union i've seen and agree with that point and rand paul, also. you said it caused a controversy the muslim brotherhood having infiltrated our government i believe it was in reference to the f-16's and the tanks given to morsi, the 9/11 fruiter that thinks that israelis are the descendents of apes and pigs, which is is i think the dumbest policy i've seen. >> they might have well infiltrated the government, they have the oval office, and the fact is that obama is insisting on arming a terrorist regime, the muslim brotherhood regime in egypt, that is now coordinating with

by this madman, and his liberal friends, that sensitivity, killing innocent cops? >> it's sickening, it's chilling, and chris mathews wasn't the only one in the media. there were many figures among the professional left who, if they weren't explicitly cheering christopher dorner on, certainly harbored some sick sympathy for this man. where does it come from? well, it goes all the way back to academia, it goes all the way back to treating these evil people as empty vessels into which they pour every last left wing grievance. if you watch that clip very closely, it almost seems like chris mathews takes pride that he was mentioned in the manifesto with all of these other liberal journalists and of course, there's this idea among people at that station that really, i consider the dregs of media.

program and the network, thank you so much for being here. >> thank you. >> sean: through the prism of the president's speech last night and your experience being in the senate, what are the things you think he could get accomplished, if any. >> well, listen there weren't too many olive branches passed out especially through the g.o.p. and there were certainly things that felt had some promise and for example, the trade with europe and trying to develop jobs, but the problem is that everything that he's laid out and he's certainly laid out his priorities very clearly, how are you going to pay for them? if we had no debt and everything was marching along swimmingly we'd be great, but we're at 16.5 trillion dollar national debt. when i went down there, almost three years ago, it was 11.95 trillion dollars and people need to understand that that's real money, obviously, and we need to get that under control. we're not going to have the ability to do any of those wonderful things that he's pushing. obviously, the immigration issue is important, so, there are things that we can work on, but the key is to do it

together. >> how is it the senate didn't pass a budget, the democrats in the senate for four years, how is that possible? isn't that a constitutional duty sort of like you were supposed to be the 41st vote against health care and didn't work out that way either? >> well, it worked out somewhat, but more importantly, yeah, it is the senate's responsibility, and it's harry reid's job and harry reid and his lieutenants obviously schumer and durbin, are supposed to get that budget done. it's shameful and really should be doing it. they say they're going to do it this time, i wouldn't hold your breath. how do you run a business and your own household if you don't have a budget. how to you set the priorities of senate and congress it's unacceptable. >> you've been at state of the union addresses and you have experience at that level of government. what are the things that if people knew about the senate, what would you want to tell them, that most surprise you in terms of its dysfunction? >> well, the biggest thing that people needed to understand that there's one person and that's the majority

leader, harry reid that controls everything, and the scheduling, with a bills are brought up and when he brings up a bill, for example, when he brought up the dream act. he brought it up. we're going to pass it tomorrow. take it or leave it, no amendments, nothing, shuts off the debate and tries to ram things through and spot people over those votes or lack thereof. he can bring up any vote anytime and the fact he's in charge somehow thing the minority party is in charge. that's the first thing. the second thing, you can get things done once you have them have their time and say in a particular issue, last year, you guys caught it. the president was walking up the galley and i said mr. president my insider trading bill is on harry reid desk tell him to get it out. after that he got it out. passed the trading bill and the stock act so you can do things, but you need to include everybody and that's not happening. >> sean: i thought you were the 41st vote. that was the whole purpose, you ran-- >> i was.
